History

    The York Region Mutual Aid Fire Fighters Association was formed in 1959 when the townships within York Region decided they needed to band together as a group to keep up to date on issues that would affect all Fire Fighters and all townships. Every 4 months there is a Mutual Aid meeting, at which guest speakers come and talk about issues affecting Fire Fighters, Fire Fighting, Health related issues and new equipment and techniques, etc. Each township hosts a meeting and guest speaker. These meetings have been very positive for Fire Fighters in the York Region and now include a representative from the Fire Marshall's office as well. Membership fees are collected on an annual basis and a donation is always made to a Fire Fighters family in the event of a bereavement. York Region Mutual Aid Fire Fighters Association has pulled everyone together and encourages the team spirit that is fundamental in this profession. The region of York runs from the Northern limits of the City of Toronto (Steeles Avenue is the boundary line), North to Lake Simcoe. The York-Durham line marks the eastern boundary (Durham Road #23 from the City of Whitby) to the York-Simcoe line North of the City of Mississauga) the western boundary.

The Constitution of the
York Region Mutual Aid Fire Fighters Association
(Revised April 1997)

WHEREAS at a meeting of the FIRE CHIEFS and Members of the Fire Departments of
the County of York in the City of Richmond Hill on the 25th day of March 1959, it was decided by all present that the Fire Departments of the County of York should participate in a County Mutual Aid System to assist participating fire departments in case of a major fire or other emergency;

AND WHEREAS the Municipal Councils of the participating Fire Departments granted authority, by By-law of council, for their Fire Department apparatus and men to leave the limits of their respective municipalities at the discretion of the Chief of the Fire Department to assist in this plan;

AND WHEREAS accordingly and pursuant to a Resolution passed by the Association at
a meeting held in Unionville on the 8th day of November 1967, we the members, adopt the following amended Constitution and By-laws.

ARTICLE I - NAME
The organization shall be known as the York Region Mutual Aid Fire Fighters
Association.

ARTICLE II - OBJECTIVES
(a) The object of the association is to promote and further the development of Regional Mutual Aid throughout the region whereby municipalities may obtain apparatus and manpower in case of a major fire or other emergency as well as maintaining adequate fire protection for the balance of the region.
(b) Through regular meetings of Fire Chiefs, Fire Prevention Officers, and Fire Fighters, further the development of fire prevention and protection and education by providing a clearing house for problems and any other matters pertaining to Fire Departments, to provide more efficient fire prevention and protection to the participating municipalities in the region.
(c) To promote standard fire training programs by encouraging the appointment of instructors in member Fire Departments and provide a means whereby they may meet and discuss their problems in fire training.
(d) To promote Fire Civil Defence planning in member Fire Departments.

ARTICLE III - MEMBERSFIIP
(a) Any organized Municipal Fire Department established in York Region may apply for
membership in the association.
(b) Five (5) members of each Department shall constitute the voting membership of the
Association. This does not prevent all members of any member Fire Department from attending meetings of the Association.
(c) All officers of the York Region Mutual Aid Fire Fighters Association must be in good
standing in the Departments of which they are members.
(d) Honorary Members of the Association shall be entitled to all rights and privileges of the Association except voting.

ARTICLE IV - OFFICERS
The Officers of the Association shall consist of: President, First Vice President, Second
Vice President, Secretary/Treasurer and Regional Fire Co-ordinator.
Two auditors shall be elected from the membership at the Annual meeting, and shall audit the books of the Association at the end of each fiscal year, January 1st to December 31st.

ARTICLE V - ELECTION OF OFFICERS
The election of officers shall take place at the bi-annual business meeting of the
Association.

ARTICLE VI - COMMITTEES
(a) Executive Committee - The Executive Committee shall consist of the Officers of the
Association.
(b) Special Committees - Special Committees may be elected by the members or appointed by the President.
(c) Each Committee shall elect a Chairman.
(d) The President shall be a member ex-officio of all Committees,

ARTICLE VII - MEETINGS
(a) The regular meetings shall be held quarterly on the second Wednesday of the at 20:00 hours at a location as designated by the executive.
(b) The annual business meeting shall be held at the regular meeting in January of each year.

ARTICLE VIII - AMENDMENTS
The Constitution and/or By-laws may be amended at a regular meeting of the Association
by an affirmative vote of two-thirds of the members present, providing written notice has been received by the Secretary-Treasurer sixty (60) days in advance, and that notice of motion had been read at the previous meeting.

ARTICLE IX - FEES
(a) The annual membership fees of each Municipality shall be thirty dollars ($30.00) payable at or before the March meeting.
(b) The membership fee may be reduced at any time the surplus warrants. In the event that this Association disbands, the Executive Officers are authorized to divide the surplus equally among all paid up Fire Departments.

ARTICLE X - MISC.
Added to the Constitution at a meeting on the 13th day of March 1974. Moved by Chief C.Gunn, Seconded by Chief B. Rye.
(a) Name changed to York Region Mutual Aid Fire Fighters Association
(b) When a fire fighter or honorary fire fighter, of good standing dies, the immediate family receives $ 1300.00, payable from the Benevolent Fund.
(c) Each member Fire Department of York Region Mutual Aid Fire Fighters Association shall be assessed $3.00 per member for each death.
(d) Flowers or donation to favourite charity to be sent from the Association, to a maximum of $35.00 in amount. Paid from the General Account.
(e) The Secretary-Treasurer's yearly honorarium will be set at the bi-annual business meeting by a majority vote.

BY-LAWS OF THE
YORK REGION MUTUAL AID FIREFIGHTERS ASSOCIATION

1) OFFICERS

(a) The Officers shall be elected by ballot at the bi-annual meeting.
(b) The Regional Fire Co-ordinator shall be the Fire Chief appointed by Regional Municipality of York.

2) DUTIES OF OFFICERS

(a) President - The President shall preside at all meetings of the Association, regular, executive and special, sign all orders drawn of the Treasurer, call special meetings at the
request of a majority of the Executive Committee, or when he deems it necessary.
He shall conduct the meetings in accordance with the Constitution and By-laws.
(b) Vice President - In the absence of the President, the Vice President shall preside, and perform all the duties of the presiding officer. If a vacancy should occur in the office of President, the Vice President shall there upon become President of the Association and shall continue as such until a successor has been chosen by the membership.
(c) Secretary-Treasurer - shall keep a record of the department membership at meetings,
record in a minute book minutes of all meetings, regular, executive and special, and act as
custodian of the minute book and all records and data of interest to the Association.
He shall receive all monies payable to the Association and deposit same in a chartered
bank designated by the membership. All cheques drawn by the Secretary-Treasurer
shall be countersigned by the President or an Officer as appointed by the Association.
(d) Co-ordinator - shall be in control of the movement of men and equipment in case of fire or other emergencies.
